Emergency Operations Process Is it where uncomfortable officials meet in unaccustomed surroundings to play unfamiliar roles making unpopular decisions based on inadequate information in insufficient time. Interesting given that a significant amount of change is being introduced by CDHB at the time of state of emergency in Christchurch.
